India’s Newest Mega-Region: Madhya Pradesh Notifies 13,000 Sq Km Bhopal Metropolitan Region

BHOPAL – In a move that signals a massive shift in India’s urban landscape, the Government of Madhya Pradesh has officially notified the Bhopal Metropolitan Region (BMR). This ambitious “mega-region” spans approximately 13,000 square kilometers, effectively creating a unified planning framework for a territory nearly double the size of the Mumbai Metropolitan Region (MMR).

The gazette notification, issued by the Urban Development and Housing Department, marks the beginning of Bhopal’s transformation into a world-class metropolitan hub. By integrating the capital city with its surrounding districts, the state government aims to curb unplanned urban sprawl and establish a “Mini Mumbai” in the heart of India.


A Massive Geographical Footprint

The newly formed BMR is anchored by the capital city of Bhopal but extends its reach across six key districts. The notification includes a staggering 2,510 villages, creating a massive contiguous zone for industrial, residential, and agricultural planning.

The six districts integrated into the BMR framework are:

  1. Bhopal (including 527 villages from Huzur, Berasia, and Kolar tehsils)
  2. Sehore
  3. Raisen
  4. Vidisha
  5. Rajgarh
  6. Narmadapuram

By bringing these regions under a single administrative umbrella, the state hopes to manage a projected population of 70 to 75 lakh people over the coming decade.


Strategic Governance and Infrastructure

The notification under the Madhya Pradesh Mahanagar Kshetra Niyojan evam Vikas Adhiniyam (Metropolitan Planning Act) sets the stage for a new three-tier governance structure:

  • Metropolitan Planning Committee (MPC): Responsible for drafting the master development and investment plans.
  • Metropolitan Region Development Authority (MRDA): Chaired by the Chief Minister, this body will manage a central “Land Bank” to streamline industrial and residential projects.
  • Unified Transport Authority: Tasked with managing regional connectivity, including the expansion of the Bhoj Metro and the integration of electric bus corridors.

A significant focus of the BMR will be the creation of satellite townships. These “twin-city” concepts will allow residents to live in modern, planned clusters in districts like Sehore or Vidisha while commuting to Bhopal for work, thereby reducing the immense pressure on the core city’s infrastructure.


Economic Impact: From Mandideep to New Logistics Hubs

The BMR isn’t just about housing; it’s an economic blueprint. The region includes established industrial giants like the Mandideep Industrial Area and the Govindpura Industrial Zone, alongside the Bhopal IT Park.

Future plans involve:

  • Logistics and Warehousing: Capitalizing on Bhopal’s central location in India to build massive cargo and supply chain hubs.
  • Agro-Hubs: Developing specialized centers in Ashta and Mohasa to boost the agricultural economy.
  • Tourism Circuits: Linking the historic sites of Sanchi (Vidisha) and Bhimbetka (Raisen) into a unified, world-class tourism corridor.

The Road Ahead

The state government has emphasized that the BMR will be developed using a Public-Private Partnership (PPP) model to attract global investment. With the notification now official, the next step is the preparation of a Detailed Project Report (DPR), expected within the next eight to ten months.

As the Bhopal Metro moves closer to full operations and regional highways are widened to accommodate the influx of trade, the BMR stands as a testament to Madhya Pradesh’s vision of sustainable, large-scale urbanization. For residents and investors alike, the message is clear: Bhopal is no longer just a city; it is an emerging powerhouse of Central India.
