MP Assembly Special Session: Heated Debate Over Women’s Reservation and Delimitation

BHOPAL — The Madhya Pradesh Legislative Assembly witnessed high-voltage political drama during a special one-day session on Monday, as the ruling Bharatiya Janata Party (BJP) and the opposition Congress sparred over the implementation timeline of the 33% women’s reservation quota. The session culminated in a walkout by Congress members, after which the House passed a government resolution supporting the reservation specifically after the completion of a delimitation exercise.

The Core of the Dispute: Immediate vs. Post-Delimitation

The tension began as soon as the House convened. The state government, led by Chief Minister Dr. Mohan Yadav, moved a resolution seeking the implementation of 33% reservation for women in Parliament and State Assemblies. However, the resolution carried a significant caveat: the reservation would be enacted only after the delimitation exercise (the process of redrawing constituency boundaries based on the latest census).

Leader of the Opposition (LoP), Umang Singhar, immediately raised a point of order, challenging the government’s intent. Singhar argued that the Congress party’s stance has remained “straightforward” and transparent since the outset. Speaking to reporters and within the House, Singhar emphasized that if the government were truly committed to women’s empowerment, it would implement the quota immediately within the existing 543 Lok Sabha seats.

Legislative Standoff and Walkout

The Congress party had prepared a private member’s bill demanding the immediate enforcement of the Women’s Reservation Act, which was passed by Parliament in 2023. They sought to decouple the reservation from the census and delimitation processes, which could delay the actual representation of women in legislatures for several years.

However, Speaker Narendra Singh Tomar declined to entertain the Congress’s private resolution, citing that the government’s resolution on the same subject took precedence under parliamentary convention. This decision led to heated exchanges between Parliamentary Affairs Minister Kailash Vijayvargiya and senior Congress leaders, including former LoP Bala Bachchan.

In protest against the rejection of their amendment and the refusal to discuss their private bill, Umang Singhar led the Congress MLAs in a walkout, leaving the treasury benches to pass the government resolution by voice vote in an empty opposition gallery.

Political Allegations Fly

Chief Minister Mohan Yadav took the opportunity to criticize the opposition’s history regarding the issue. He accused the Congress of maintaining a “chronic negative attitude” toward women’s empowerment, suggesting that their walkout was an insult to the “Nari Shakti” (woman power) the resolution aimed to honor.

Conversely, the Congress party questioned the BJP’s “double standards.” Singhar pointed out that while the government talks about 2047 and future milestones, it remains silent on the immediate political rights of women in the current cycle. He also raised the demand for a 50% reservation, noting that women constitute nearly half the population, and questioned the lack of specific provisions for women from the OBC category.

Looking Ahead

The passage of the resolution in the Madhya Pradesh Assembly reinforces the state’s alignment with the Central Government’s framework for the Nari Shakti Vandan Adhiniyam. While the resolution is now officially backed by the state, the political divide over the “when” and “how” of its implementation remains a focal point for the upcoming electoral cycles.

As the session adjourned sine die, the debate shifted from the floor of the House to the public square, with both parties claiming to be the true champions of women’s rights in India’s heartland.
